What is Proposed for Public Comment?

  1. Charge a daily parking fee;
  2. Evaluate a daily range of $2 to $5;
  3. Include an option for a prepaid monthly pass ranging from $20 to $100 based on customer usage of 10, 15 or 20 days;
  4. Dynamic Pricing will also be discussed during the outreach process.
  5. The parking fee will not be implemented any sooner than January 2014.

The parking revenue collection technology, along with the cost of purchase and administration, are still under development. Estimate revenue generation has not been determined yet because the prices for daily and monthly fees will be discussed during the public outreach process. Estimated annual revenues and costs of collecting and processing parking revenues will be provided in the staff report, in November 2013, recommending final action after the conclusion of the public outreach process.

Why a Parking Fee?

The majority of transit agencies around the USA charge for parking at rail stations and ferry terminals. A parking fee at Larkspur is necessary to generate additional revenues to fund ongoing maintenance and improvements to service and facilities. Charging for parking is one of the 33 strategic initiatives in the 2009 Financial Plan that have been brought forward and implemented over the last 4 years.
