The Golden Gate Bridge, Highway and Transportation District Board of Directors will hold a hearing on Thursday, June 23, 2022, at 9:00 a.m. to receive public comment on the establishment of a pilot Clipper program that would provide passes for students and employees commuting to designated educational institutions and major employers on Golden Gate Transit and Ferry. The pilot program is part of a coordinated regional effort to make transit more accessible and increase ridership throughout the Bay Area.
The Clipper pass is intended to work on all transit systems in the Bay Area and would allow riders to travel to their destinations at no cost. If approved, the pilot program would provide free fares to eligible riders through a monthly Golden Gate Transit and Ferry pass valid on Golden Gate Transit and regular (non-special event) Golden Gate Ferry service.
The two-year pilot program would begin in August 2022 and would first allow students commuting to and from select educational institutions to ride at no cost. The program would then be extended to employees commuting to identified employers starting in 2023, with passes sold to employers at a reduced cost.
The objective of the regional pilot is to evaluate how institutional passes covering all Bay Area transit systems could increase ridership and better meet the needs of users and institutions. The pilot will collect data and evaluate program performance, which could be used to establish a permanent program in the future. Initial funding for the pilot is provided by the Metropolitan Transportation Commission.

Public comments on this proposal may be submitted in several different ways:

- 2. Email publichearing@goldengate.org; and/or,
- 3. Send written comments to the District Secretary.
All comments are considered equally without regard to the manner in which the comments are submitted. Therefore, individuals do not have to call into the public hearing and provide testimony if they have commented through e-mail or written forms. All comments received through the above methods will be considered in the final recommendations. Comments must be received by 4:30 p.m. on Thursday, June 23, 2022.
