Committee to Hear Informational Update on
Larkspur Ferry Terminal Parking Status on April 24 @ 10 am
On Thursday, April 24, the Building and Operating Committee of the Board of Directors of the Golden Gate Bridge, Highway and Transportation District (District) will hear a status report regarding the Larkspur Ferry Terminal (LFT) Parking and Access Improvement Project and associated funds coming from the Urban Partnership Program (UPP).
Background
On December 6, 2007, the Committee was briefed on the status of the LFT Parking and Access Improvements Project which addresses both current and future parking needs including:

An upcoming project to modify the existing at-grade site to increase the number of parking spaces by approximately 200 spaces;

Preliminary concepts for a multi-story parking garage, with artist renderings depicting a four-story garage, at either the main lot at LFT or the District’s property across the street that is currently leased to the Marin Airporter, while maintaining the continued use by the Marin Airporter; and,

$12.8 million of Urban Partnership Program (UPP) funds which is a part of the larger award to the Bay Area of $158 million which provides an opportunity to further refine the preliminary LFT parking structure concepts.
Status of UPP funds for LFT parking

Federal officials required that a specific project in a specific location be identified to secure the $12.8 million in UPP funds. To meet this requirement, the District has designated the project to be located on the existing LFT parking lot site.

A key requirement is that this project must be completed by September 30, 2009. To meet this requirement, the District’s plan to undertake the project in two phases with only Phase I completed by September 30, 2009.

Phase 1: will modify the existing LFT parking lot by reconfiguring existing landscape strips, parking areas and driving lanes; to construct parking spaces, landscaping, pedestrian crosswalks, in-roadway warning lights, ADA and access improvements, and pavement and signage improvements. The purpose is to increase parking spaces, to improve pedestrian and bicyclist access and safety, to improve ADA ramps to current ADA standards, to resurface deteriorated pavement surface, and to replace portions of landscaping with native plants. This will result in an increase in approximately 200 parking spaces. Contract No. 2008-FT-8 is scheduled to be advertised for construction in May 2008. Construction is scheduled to be completed December 2008.

Phase 2: will contemplate a four-story parking structure located on a portion of the existing LFT at-grade parking lot. A Request for Proposals (RFP) will be issued to hire a consultant to perform the design, engineering and environmental work associated with the parking structure. It is anticipated that Phase 2 will be ready to advertise for construction by September 2009. Actual construction is anticipated to take an additional eighteen months to complete. The UPP funds for a contemplated parking garage make up a substantial portion of the now projected $21 million budget but additional funds must be found over the next year to fully complete a parking structure. The District has submitted a request for additional federal funds in this year's appropriations cycle.
Phase 1 and 2 Cost Summary
Phase 1: will cost approximately $2,530,000 and will be financed with $729,000 of Federal Transportation Administration funds, $1,365,240 of UPP funds and $435,760 of District funds.
Phase 2: is anticipated to cost $21 million using the remainder of the $12.8 million UPP funds, $11,434,760, will provide partial funding to this project, with the remainder still to be identified.
