A Meeting of the Rules, Policy and Industrial Relations Committee/Committee of the Whole (Committee) was held in the Board Room, Administration Building, Toll Plaza, San Francisco, CA, on Friday, June 8, 2012, at 9:50 a.m., Chair Pahre presiding.

Approve a New Position Classification in the Ferry Transit Division
     
 

In a memorandum to Committee, Deputy General Manager/Ferry Transit Division James Swindler; Deputy General Manager/Administration and Development Kellee Hopper; Auditor-Controller Joseph Wire and General Manager Denis Mulligan reported on staff’s recommendation to authorize a new position classification within the Ferry Transit Division: Casual Ferry Operations Supervisor.

The staff report stated that historically, when short-term assignments for Operations Supervisors were needed to cover vacations, leaves or unscheduled absences, the Ferry Transit Division would utilize existing staff to perform the acting role of this position for the limited term needed. The newly created classification of Casual Ferry Operations Supervisor will be used to cover vacations, leaves and unscheduled absences, and the position will report to the Director of Operations. Names of individuals holding a Casual Ferry Operations Supervisor position will appear on an eligibility list and will be assigned work, as needed, by the Director of Operations. The salary range for Casual Ferry Operations Supervisor position will be $34.71 (Step 1) to $41.96 (Step 5) per hour, with vacation and sick leave accruals to be earned at a rate based on hours worked per pay period, as agreed upon by the union representing the position, International Brotherhood of Teamsters, No. 856.

The staff report further stated that, because the Casual Ferry Operations Supervisor position will be an on-call, as-needed, position and the cost will be considered to be hourly expenses to cover operating needs, the cost for this position will be included in the Ferry Transit Division’s Operating Budget, and an amendment to the Table of Organization will not be required.

At the meeting, Mr. Mulligan stated that staff had met with representatives of the International Brotherhood of Teamsters, No. 856, and they have indicated their approval of the recommended action.

Deputy General Manager/Administration and Development Kellee Hopper briefly summarized the staff report, stating that the new position of Casual Ferry Operations Supervisor is necessary due to the recent deletion of the ticket agent positions which, in the past, were available to fill supervisory positions during leaves or other absences.

Staff recommended, and the Committee concurred by motion made and seconded by Directors STROEH/COCHRAN to forward the following recommendation to the Board of Directors for consideration:

RECOMMENDATION

The Rules, Policy and Industrial Relations Committee/Committee of the Whole recommends that the Board of Directors approve a new position classification in the Ferry Transit Division, Casual Ferry Operations Supervisor, with salary range of $34.71 per hour to $41.96 per hour; with the understanding that this position will report to the Director of Operations and vacation and sick leave accruals will be earned at a rate based upon hours worked per pay period, as agreed upon by the union representing the position, International Brotherhood of Teamsters, No. 856.
