PUBLIC HEARING

A PROPOSAL TO INCREASE THE
2009 SPECIAL EVENT FERRY FARE BETWEEN
THE LARKSPUR FERRY TERMINAL AND AT&T PARK

FEBRUARY 13, 2009


 

The Board of Directors of the Golden Gate Bridge, Highway and Transportation District (District) held a public hearing in the Board Room, Administration Building, Toll Plaza, San Francisco, California, on Friday, February 13, 2009, at 9:30 a.m., for the purpose of receiving public comment on a proposal to increase the 2009 Special Event Ferry fare between the Larkspur Ferry Terminal and AT&T Park.

Directors Present (11): Directors Cochran, Grosboll, Hernández, Moylan, Pahre, Sanders, Sobel and Stroeh; Second Vice President Eddie, First Vice President Reilly; President Boro

Directors Absent (5): Directors Brown, Dufty, Kerns, McGlashan and Newhouse Segal

[Note: On this date, there were three vacancies on the Board of Directors.]

Purpose of Public Hearing

The public hearing was conducted by President Boro. At the request of President Boro, District Secretary Janet Tarantino announced that the purpose of the public hearing is to receive public comment on a proposal to increase the 2009 Special Event Ferry fare between the Larkspur Ferry Terminal and AT&T Park from $7.50 to $8.00, effective March 1, 2009.

Public Outreach

Ms. Tarantino reported that in compliance with District policy, the following forms of public outreach were undertaken by the District:

  a. The Notices were mailed to organizations and individuals on the District’s mailing list;
  b. Copies of the Notice were posted in various locations on District properties;
  c. In compliance with Resolution No. 2009-010, adopted January 23, 2009, legal notices of this public hearing were published in the following publications: Marin Independent Journal and the San Francisco Examiner, on Tuesday, January 27, 2009, and again on Tuesday, February 3, 2009; and, the Santa Rosa Press Democrat on Wednesday, January 28, 2009, and again on Wednesday, February 4, 2009.
  d. A press release on the public hearing was issued January 23, 2009, to targeted media outlets and posted to the District’s website;
  e. Display ads were placed in the San Francisco Chronicle, Marin Independent Journal and the Commuter Times between January 29, 2009 through February 11, 2009;
  f. The notice, staff report and press release were posted on the District’s web site and on www.511.org;
  g. E-mail updates were sent to subscribers on February 3 and February 11, 2009;
  h. Posters were placed at the San Francisco and Larkspur Ferry Terminals on January 29, 2009; and
  i. Public hearing information was available at the monthly Ferry Management Meeting at the San Francisco Ferry Terminal on February 9, 2009.
     
  The Attorney for the District confirmed that the above-described public outreach met the legal requirements for calling a public hearing.

Public Comments

President Boro then opened the public hearing to receive public comment, noting that all comments will be entered into the record. He stated that cards are available for those who desire to speak on the subject and that each person will be given three minutes to express their concerns.

Written Comments

Ms. Tarantino reported that, as of Thursday, February 12, 2009, at 4:30 p.m. the District has received one public comment on this proposal. She summarized the comment, as follows:

  1. Comment expressed opposition that the fare was too high for a family and requested implementation of a family rate of 25% off for a group of three or more.

There were no oral comments provided at the public hearing.

Staff Presentation

At the meeting, President Boro called upon Director of Planning Alan Zahradnik to provide the staff presentation.

Mr. Zahradnik summarized the public hearing staff report (a copy of which is available in the District Secretary’s office and on the District’s web site), outlining the proposal to increase the fare for special event ferry service between the Larkspur Ferry Terminal and AT&T Park for 2009. The Board of Directors, by Resolution No. 2009-010 at its meeting of January 23, 2009, approved setting a public hearing for the purpose of receiving public testimony on the proposal. Mr. Zahradnik stated that the proposed fare increase of 7.1% from $7.50 to $8.00 is necessary in order to fully cover the cost of providing this service and is in keeping with the District’s “break-even” policy for special event ferry service. A copy of the report is available in the District Secretary’s office and on the District’s web site.

Closing Remarks

Ms. Tarantino stated that the deadline for receiving written comments is today, Friday, February 13, 2009, at 4:30 p.m. Following the deadline for comments, staff will develop a report that will include a summary of public comments, as well as a staff recommendation. This report will be presented to the Finance-Auditing Committee at its meeting of Thursday, February 26, 2009. It is anticipated that the Finance-Auditing Committee will forward a recommendation to the Board of Directors for consideration at its meeting of Friday, February 27, 2009, in the Board Room, Administration Building, Golden Gate Bridge Toll Plaza, San Francisco, CA.

Conclusion

All business having been concluded, the public hearing was closed at 9:35 a.m.
