Special Event Bus Service Fares to Candlestick Park

At the July 3, 1997, Board of Directors' meeting, the Board approved increases in Special Event Bus Service Fares from Larkspur and Santa Rosa to Candlestick Park, U.C. Stadium, Oakland Coliseum, Cow Palace, Concord Pavilion, and Stanford Stadium. These fares are identified in the District's Master Ordinance 2001 and were established using a Board-adopted formula, based on Trip Cost (the total additional costs for the driver, bus, toll, parking and administrative) divided by Passenger Count. In view of the fact that nearly all of the Trip Cost factors have significantly increased since July 1997, staff has calculated new fares based on current costs.

The proposed increase in Special Event Bus Service Fares to Candlestick Park are as follows:

The District has provided Special Event Bus Service to Candlestick Park from Larkspur and Santa Rosa. More recently, the District has provided service to Candlestick Park from the Town of Sonoma (for 49er games) on a trial basis during the past two football seasons. The trial service was a success and a permanent service is now desired. The effective date for the proposed fare changes is August 1, 2002.

The policy and intent of the District's Special Event Bus Service is to set fares at a 'break-even' recovery level. It is estimated that approval of these proposed fare increases will generate additional revenue of approximately $10,900 per year, all of which would be used to offset the additional costs for drivers, buses, parking and administrative expenses to provide the service. If the proposed fare increases are approved, budget adjustments in the amount of $10,900 will become necessary to the Fiscal Year 2003 Bus Division Revenue and Expense Budgets.

Eliminate Special Event Bus Service Fares to Various Destinations

In addition to the proposed increase for Special Event Bus Service to Candlestick Park, it is proposed that the District's Master Ordinance 2001 be amended to eliminate Special Event Bus Service Fares to destinations not currently being serviced. The affected destinations are U.C. Stadium, Oakland Coliseum, Cow Palace, Concord Pavilion, and Stanford Stadium. These destinations have not been served for over ten years, and the listed fares for service to these destinations are out of date. In the future, if special event bus services were requested to any of the other locations, and met the District's criteria for special event service, staff would then calculate the fare(s) using the Board-adopted formula.
