Public hearings were held on Wednesday, April 6, 2011, at 6:00 p.m., Activities Room, Whistlestop Wheels, 930 Tamalpais Avenue, San Rafael; and, Thursday, April 7, 2011, at 9:30 a.m., Board Room, Administration Building, Golden Gate Bridge Toll Plaza, San Francisco, CA.

The Board of Directors, at their February 25, 2011, meeting set two public hearings to receive public comment on a proposal to establish a Five-Year Transit Fare Increase Program allowing for annual increases in regional Golden Gate Transit bus fares, Golden Gate Ferry fares, Special Event Ferry fares, and intercounty paratransit fares commencing on July 1, 2011. Fares are being proposed for increase to assist in addressing the District’s currently projected $89 million five-year shortfall as set forth in the 2009 Financial Plan by generating approximately $2.6 million over the five-year period in additional revenues toward operating expenses. The Financial plan includes 33 initiatives that if implemented, would allow for the balancing of future budgets. Initiative 12 is to propose a Fare Increase on Regional Buses for Local Trips and Initiative 25 includes proposing to Renew [the existing 5-Year] Transit Fare Increase Plan. Additionally, the proposed fare increases will assist the District in continuing to provide its vital public transit services which remove approximately 13,000 cars per off the streets of San Francisco every weekday. Local Marin County bus fares set by Marin County Transit District are NOT included in the proposal.

 

What Fares are Proposed to be Increased & by How Much?

GOLDEN GATE TRANSIT BUS FARES

Golden Gate Transit bus fares would increase annually, commencing on July 1, 2011 as follows:

  1. Adult cash fares for all regional rides and for rides on regional bus routes that are made within Marin County would rise by 5% annually
  2. The discounted fares for youth (ages 6 to 18), seniors (65+) and persons with disabilities would remain discounted at 50% off the new adult cash fare rate.
  3. The discounted fares for Clipper Card users will remain at 20% of the adult fare.

 

GOLDEN GATE FERRY FARES

  1. Clipper Card fares are NOT proposed to be increased in the first year of the Five-Year Fare Program, as these fares were recently increased (January 1, 2011).
  2. Sausalito Ferry adult single ride fares would increase by $1 in the first year of the five year program on July 1, 2011, then, in each of the remaining four subsequent years, the adult single ride adult fare would increase by 5%. The discounted Sausalito Ferry fares for youth (ages 6 to 18) using Clipper card, seniors (65+) and persons with disabilities would remain discounted at 50% off the new adult cash fare rate.
  3. Larkspur Ferry adult single ride fares would increase by 5% annually, commencing on July 1, 2011. The discounted Larkspur Ferry fares for youth (ages 6 to 18) using Clipper card, seniors (65+) and persons with disabilities would remain discounted at 50% off the new adult cash fare rate.

 

SPECIAL EVENT FERRY FARES

The Special Event Ferry fare is proposed to be set at the same rate as the LARKSPUR ferry adult single ride fare, which if the proposal goes forward as currently proposed, or $8.75 on July 1, 2011, and rise by 5% annually thereafter. Special event fares are used for service to AT&T Park and have been calculated each year to fully recover costs. Beginning in 2011, the Port of San Francisco, the jurisdiction that owns the ferry dock at AT&T Park, is imposing a surcharge of $0.25 for each passenger boarding and alighting at the AT&T Park ferry dock.

 

FINANCIAL IMPACT and RIDERSHIP IMPACT of the PROPOSAL

The projected additional fare revenue generated from the 5-Year Fare Increase Program is $2.6 million (for the 5-year period) and the anticipated loss of ridership associated with the fare increases about 1.8 percent.

Golden Gate Transit Bus and Ferry Fare Increases

1998 to Present

1998: The first Five–Year Fare Increase Program was implemented with bus and ferry fares increasing annually as follows: by 10% in 1998; by 3% in 1999; by 4.2% in 2000; by 5.5 % in 2001, and by 5.4% in 2002.

2003: Bus fares were increased by 5% and ferry fares increased, from 30% to 70% depending on the trip, to bring them into line with other ferry fares in the Bay Area.

2004: Bus and ferry fares were increased by 10%.

2005: Bus and ferry fares were increased by 5%.

2006: The second Five-Year Fare Increase Program was implemented with bus and ferry fares increasing annually at a flat rate of 5% each July 1, continuing through July 1, 2010.
