A special meeting of the Transportation Committee was held in the Board Room, Administration Building, Toll Plaza, San Francisco, California, on Friday, April 22, 2005, at 9:35 a.m., Chair Brown presiding.

1.            Authorize Execution of an Agreement with the County of Marin to Undertake a Muir Woods Shuttle Service Planning Demonstration Project


In a memorandum to Committee General Manager Celia Kupersmith provided a staff recommendation regarding a proposal by the County of Marin (County) to undertake a Muir Woods Shuttle Service Planning Demonstration Project.  The report stated that in a letter dated March 11, 2005, the District received a request from the County to submit a service and cost estimate for a demonstration shuttle service to the Muir Woods recreation area in southern Marin County.  The County also requested input from the District on several service frequency options and on seven-day and weekend-only service, and asked the District to provide estimates of marketing and public information materials, such as schedule pamphlets and posters, for this service.  This shuttle is proposed to operate this summer season between Memorial Day weekend (Saturday, May 28, 2005) and Labor Day (Monday, September 5, 2005).   The County is considering the possibility of continuing this demonstration for one or two subsequent summer seasons. 


The report also stated that because of the steep grades and winding roads along the proposed alignment, the service must be operated with small transit buses (30’ long by 96” wide) that seat approximately 27 passengers.  GGT presently has only four buses of this type in its fleet.  The lease costs of one or two additional smaller buses needed to undertake this service are included in the cost estimates provided to the County.   The report noted that total project costs are estimated to range between $78,000 and $277,000 depending on the service level option selected by the County.  This cost includes operating costs, vehicle lease costs, and marketing/promotional expenses.  Operating costs were estimated using the appropriate hourly rates from the Marin County Transit District contract.  Under any option they select, the County of Marin will fully reimburse the District for undertaking the project. 


In order to have the service operational by May 28, final policy-level approvals to do the service and determination of the service level to be provided must occur prior to May 1, 2005.  Staff recommends that Board approve participation in this project by authorizing execution of an agreement with the County to undertake the Muir Woods Shuttle Service Planning Demonstration Project, in order to start the project on May 28, 2005.  A copy of the report is available from the Office of the District Secretary.


At the meeting, Celia Kupersmith summarized the staff recommendation, noting that the District will be contracting with the County of Marin, rather than the Marin County Transit District, since only the County has access to the federal grant funding that would be used for the Muir Woods Shuttle service.


Staff recommended and the Committee concurred by motion made and seconded by Directors SHAHUM/KERNS to forward the following recommendation to the Board of Directors for its consideration:



The Transportation Committee recommends that the Board of Directors authorize execution of an agreement with the County of Marin to undertake a Muir Woods Shuttle Service Planning Demonstration Project, utilizing small transit buses, 30’ long by 96” wide that seat approximately 27 passengers, to operate between Memorial Day and Labor Day weekends, Saturday, May 28, 2005 through Monday, September 5, 2005.
