Re:  Notice of Intent to Adopt an Initial Study and Mitigated Negative Declaration
Golden Gate Bridge, Highway and Transportation District
Corte Madera Ecological Reserve Tidal Wetlands Restoration Project
Contract No. 2004-FT-2

The Golden Gate Bridge, Highway and Transportation District (District) is proposing to restore 3.5 acres of new tidal wetlands and 1.9 acres of new seasonal wetlands on a 72-acre site owned by the District to mitigate potential erosion impact from ferry operations. The project also includes removal of a public access easement on the levee immediately adjacent to the proposed tidal wetlands restoration, and the granting of a new public access easement to the Town of Corte Madera on a levee and right-of-way owned by the District to the west and north of the project site. Modifications to the existing public access easements are a condition for permitting of the proposed project in order to foster and protect endangered species and their habitat.

An Initial Study and Mitigated Negative Declaration (IS/MND) have been prepared for the CMER Tidal Wetlands Restoration Project and are available for your information and review. The MND was prepared for the project pursuant to the California Environmental Quality Act and Guidelines (Public Resources Code, Division 13, and California Code of Regulations, Title 14, Chapter 3). Copies of the IS/MND document and supporting documents are available for public review at the Office of the District Secretary: Golden Gate Bridge Administration Building, Golden Gate Bridge Toll Plaza, San Francisco, (415) 923-2223, and at the Corte Madera Town Hall, 300 Tamalpais Drive, Corte Madera, (415) 927-5039. The supporting documents include: (1) Conceptual Design for Tidal Wetland Restoration Adjacent to the Corte Madera Ecological Reserve, prepared by Philip Williams and Associates (PWA) and LSA Associates, Inc. (LSA), dated April 1999, and (2) Addendum to the Conceptual Design for Tidal Wetland Restoration Adjacent to the Corte Madera Ecological Reserve and Rare Plan Survey, prepared by PWA and LSA and dated November 2002.

Written public comments on the proposed IS/MND should be mailed to Secretary of the District, P.O. Box 9000, Presidio Station, San Francisco CA 94129-0601. The comment period is open from December 29, 2003, to January 28, 2004.

Sincerely,

Denis J. Mulligan, P.E.
